ZOA Ukraine Lifesaving Shelter Programme Evaluation

The project, implemented between August 2023 and July 2024, provided lifesaving shelter support to 2,895 vulnerable individuals in the Kherson and Mykolaiv oblasts of Ukraine. The intervention focused on repairing conflict-damaged homes through community-based targeting and vulnerability criteria, delivering cash assistance for shelter to support early recovery in affected areas.

The evaluation was designed to support both accountability and organisational learning. It applied a mixed-methods approach, combining 291 household surveys, focus group discussions, and key informant interviews to assess performance against OECD-DAC criteria, including effectiveness, efficiency, coherence, relevance, and sustainability.

A structured evaluation matrix guided the assessment, supported by a comprehensive desk review and inclusive data collection processes to ensure representation of diverse vulnerable groups, including women-headed households, older persons, and persons with disabilities.

Findings provided a detailed understanding of project implementation, coordination, and outcomes, while generating practical recommendations to inform future programming, strengthen delivery approaches, and support potential scale-up and continuation of shelter interventions.
