The final evaluation assesses ZOA’s multi-sectoral early recovery programme in Syria, implemented between 2023 and 2025 across Aleppo, Rural Damascus, and Quneitra. Covering WASH, shelter/NFI, food security and livelihoods, and multipurpose cash assistance, the study examines programme performance against OECD-DAC criteria and cross-cutting priorities such as accountability, gender and inclusion, conflict sensitivity, and climate resilience. Using a mixed-methods approach, the evaluation captures both immediate humanitarian outcomes and emerging recovery pathways, highlighting the programme’s contribution to stabilising basic needs while identifying structural constraints to sustainable resilience in a complex and volatile context.
