The evaluation assesses ShelterBox’s 2024 winterisation response in Northeast and Northwest Syria, implemented in partnership with Bahar and ReliefAid, focusing on shelter support, household items, and pilot cash-based assistance for conflict-affected populations. It applies a structured, mixed-methods approach combining meta-analysis, participatory qualitative data collection (KIIs, FGDs), and field-based observation, supported by rigorous data cleaning, thematic coding, and comparative analysis. The methodology integrates strong operational coordination, real-time field oversight, and iterative validation with partners to ensure accuracy and contextual relevance. Grounded in OECD-DAC criteria, the evaluation provides evidence-based insights into programme performance, highlighting progress in adaptive delivery and dignity of assistance, while identifying critical areas for improvement in targeting, timeliness, and strategic coherence.
