The evaluation assessed ShelterBox’s winterisation response across Northeast and Northwest Syria, focusing on its effectiveness in supporting crisis-affected populations living in camp settings.
The assessment applied a participatory mixed-methods approach aligned with OECD-DAC criteria, combining large-scale household surveys (700 respondents), key informant interviews, and focus group discussions. This approach enabled a comprehensive understanding of both the reach and quality of assistance, as well as community perspectives on the response.
Findings highlighted the relevance of winterisation support in improving living conditions during harsh seasonal conditions, while also identifying areas for strengthening programme design and delivery. In particular, the evaluation underscored the importance of enhancing community engagement through accessible feedback mechanisms, adapting assistance to beneficiary preferences, and reinforcing internal quality assurance processes.
Overall, the evaluation contributed to organisational learning by informing more adaptive, context-sensitive approaches to winterisation programming, supporting improved targeting, responsiveness, and accountability in future humanitarian interventions.
