DEC Türkiye/Syria Earthquake Appeal Real-Time Response Review & Perception Survey

Commissioned by the DEC, this two-part review evaluates Phase 1 (February to July 2023) of the Türkiye/Syria Earthquake Appeal response, delivered by fourteen DEC member agencies working with local partners across Türkiye, North-West Syria, and Government of Syria regions. It combines a real-time review with key informants from the DEC Secretariat, member agencies, and local partners, alongside a perception survey with affected populations.

The review assesses the response against the Core Humanitarian Standard (CHS) and Grand Bargain commitments, examining appropriateness, timeliness, local capacity strengthening, communication and feedback, coordination, and resource management. It provides actionable recommendations for Phase 2 programming and identifies lessons learned to inform future DEC-funded humanitarian operations.
