The evaluation assessed Cordaid’s two-phase earthquake response following the devastating February 2023 earthquakes in Türkiye. The intervention combined emergency lifesaving assistance with early recovery support, targeting underserved host communities and refugees in rural and hard-to-reach areas across Adıyaman, Hatay, and Malatya. Implemented in partnership with local organisations (IKASI, SEVKAR, and KEGED), the response delivered integrated support across food security and livelihoods, WASH, shelter and NFIs, protection, multipurpose cash assistance (MPCA), and MHPSS.
The evaluation adopted a participatory mixed-methods approach, combining a household survey (240 respondents), key informant interviews, and focus group discussions. It assessed effectiveness, targeting, inclusiveness, and alignment with Core Humanitarian Standards (CHS), while also examining partner performance and adaptive capacity.
Findings indicate that the response was largely effective in meeting immediate needs, with high levels of beneficiary satisfaction and strong inclusion of vulnerable groups. The project demonstrated notable strengths in local coordination and partnership, as well as in capacity strengthening of local actors through ongoing technical support and mentoring.
