This endline evaluation assesses the Cascading Change project, a localisation-focused initiative implemented in Northeast Syria to strengthen community-led access to water through capacity building of local CBOs and participatory approaches. Combining the Change-Oriented Approach (COA) and Supporting Community-Led Response (sclr), the project aimed to shift decision-making power closer to communities while enhancing institutional capacity, advocacy, and service delivery. Using a mixed-methods approach—including household surveys, KIIs, FGDs, and document review—the evaluation examines the quality of design, implementation, outcomes, and sustainability of the model. It highlights the potential of community-driven, locally led programming to improve service access and social cohesion, while identifying structural constraints related to inclusion, funding, and long-term system integration.
