The evaluation assessed the Bahar Emergency Shelter Response implemented in Northwest Syria following the February 2023 earthquakes. The project provided emergency shelter assistance, including tents, non-food items, and multi-purpose cash assistance (MPCA), to 999 crisis-affected households in Aleppo Governorate.
Conducted by NSDation and Innovation Consulting & Solutions (ICS) and, the evaluation applied a mixed-methods and participatory approach, combining household surveys, focus group discussions, and key informant interviews. It examined the project’s performance against OECD-DAC criteria, with a focus on relevance, effectiveness, efficiency, impact, and coherence.
The study aimed to understand the extent to which the intervention met immediate shelter needs, supported early recovery, and engaged affected communities in a meaningful way. It also identified key challenges, lessons learned, and practical recommendations to inform future emergency and early recovery programming in Syria.
