The evaluation assesses the ACT Alliance Appeal launched in response to the February 2023 earthquakes in Türkiye and Syria. The appeal mobilised multiple member organisations to deliver multi-sectoral humanitarian assistance, including shelter, health, protection, and livelihoods, while also addressing the complexities of Syria’s protracted crisis.
The evaluation is designed to support accountability and learning, applying a mixed-methods approach that integrates quantitative surveys with qualitative key informant interviews (KIIs), focus group discussions (FGDs), and case studies. A stratified sampling approach ensures representation across geographic areas, sectors, and population groups, enabling a comprehensive analysis of programme performance.
With a sample size of 600 participants, the evaluation prioritises inclusivity and diversity, ensuring representation of women, youth, and other vulnerable groups. It examines key dimensions of the response, including effectiveness, timeliness, community engagement, and contributions to resilience and adaptation.
Participatory validation processes with local organisations and stakeholders are embedded throughout the evaluation to strengthen the credibility and relevance of findings. Overall, the evaluation aims to generate practical, evidence-based insights to enhance the quality, sustainability, and community-centred impact of humanitarian programming under the ACT Alliance framework.
